Interesting -- Yes, printers and other devices might try to start when power is applied / restored.

Not always a good plan.

 

I've found lots of small "delayed" power breakers (wall outlet plug-in size) -- one of these prevents a restart of the device for an hour after the power to the socket is restored.  Still not what you are asking, I think.

 

Amazon (and very likely others) sells a "Restart protection" device.

 

If the power fails, the little breaker switch prevents the power from restarting whatever is plugged into the device.

 

The recovery might be a little clunky -- keep the instructions / read the reviews.
