I have an HP printer and my system was updated from windows 10 to 11.  I found this HPSCAN Doctor folder under program files and it wouldn't let me remove it and I'm trying to clean all the old HP software off my PC and start fresh.  I was able to find a service hiding in Services.  Once I opened services as admin I was able to stop the service and then I was able to delete the folder.  Hopefully this helps others!
