I have had the same issue on two win 10 Laptops and I actually thought the HP Photosmart 8150 was dead. It was only when my son plugged in his MacBook I realised it was still working... I then did some googling and found this post. As other have stated the issue corresponds to a windows update (mine was June 2019) "Hewlett-Packard - USB - 8/13/2012 12:00:00 AM - 7.0.0.25" which seemed to update HP USB Drivers. As luck would have it, I had updated my hard drive to a SSD in May so still had my previous setting prior to the update on my old HDD, Putting my old hard drive back in and firing it up (ensuring to disable the network to prevent auto updates) I was again able to use the printer. I first tried to use the print migration tool to transfer all settings and drivers form my old HDD onto my SSD but the import failed for the HP 8150 device on port USB001. After many hours of faffing around I finally have a solution I could repeat on my second laptop to fix the issue. 1 - Go into "Device Manager" and delete HP photosmart 8100 Series from "Print queues", "Printers" and "USB Controllers". (n/b it didn't exist in all places on both laptops but that could be as a result of various faffing around trying to add the printer manually etc) 2 - Go into "Print Management" console and again delete "HP Photosmart 8100" series from there. 3 - Go into "Printers and Scanner" setting page and also remove from there. 4 - Do a reboot for good measure. 5 - Plug the USB back in and you should see the device get added in device manager. When it gets added is shows under USB controllers as HP Photosmart 8100 series. (At this point it will not be in your printer list and will not work if you try and add it manually) 6 - As mentioned somewhere else update the driver on the newly added item in USB controller section to be "USB Composite Device." 7 - Once it updates the driver I then ended up with three items in USB controllers (HP Photosmart 8100 Series (DOT4USB) ; USB Composite Device and USB Mass Storage Device. 8 - The printer then appeared in the "Print Management" console and in the "Print and Scanner" setting page. 9 - Click print test page and voila two laptops fixed.
