I have exactly the same problem.  After a few months of frustrating fix attempts, I have reached the exact same "nothing seems to fix this" point of view.  I have done everything outlined in the original post:

1) Rebooted my entire network - modem, router, printer, and all other attached devices

2) Manually removed and re-added the Printer and Fax from my MacBook Printer system

3) Reset the print system following directions in a different HP forum reply that was flagged as solving the issue

4) Attempted to install the printer using HP Easy Start

5) Even removed the print drivers by deleting the library/printers/HP folder; removed HP Easy Start; and tried re-installing everything from scratch after running the Disk First Aid just to be sure there were no disk or permissions errors.

 

I have tried to access the printer using the HP drivers, using IP, and using AirPrint.  The printer shows up in the "Printers Nearby" list and HP Easy Start also finds it.  But the configure printer popup window ends with the error "Unable to communicate with the printer at this time", and will not create the printer.

 

I can print to my HP Officejet Pro 8600 Plus from all my other windows desktops and laptops. I can print to it from my Ubntu Linux PC.  And all the iPhones in my family (4 in total ranging from an iPhone 6 to an iPhone X)can also print to the printer.  The only thing that cannot is my MacBook Air running High Sierra 10.13.6.

I'm still in the same spot as well. The fact that this is not yet resolvable shows that HP cares nothing for Mac users of its products. I basically just have to use a PC if I intend to print something. It's really sad how companies can let stuff like this go for so long.
