I am having the same problem on my Officejet 3831. Keep saying not installed and couldn't install the driver and get it to work. Been going around in circles for days trying to fix this so I could use the printer. Driving me mad and couldn't get support from Hp unless I paid for the service!! No thank you and I will just not buy HP ever again, shocking really.

Which operating system is installed on the computer to which this printer is connected?
Meanwhile, if your printer is connected to a Windows computer, try these steps:
Perform root level uninstallation to remove all the printer related software's.
Press the Windows key + R on the keyboard to bring up the run menu.
Type %temp% in the run field, and click OK.
Look for, and open the folder starting with 7z (Example: 7zS2356)
Open folder Util
Open folder CCC
Run the uninstall_ L4.bat
When the uninstall has completed restart the computer
Press the Windows key + R on the keyboard to bring up the run menu.
Type %programfiles% in the run field and click OK.
Delete any HP/Hewlett Packard folders.
Download and install printer HP easy start software to setup the printer
Click here to download.
If the issue persists, install printer using Windows built in driver.

Thank you Sandytechy20 for the reply. Unfortunately, it still didn't work so I end up contacting HP facebook and they talk me through how to set up a new port and it works now. Thank you so much for your help and have a wonderful day 🙂
