Welcome to the HP Support.
I will be more than happy to help you out here.
To perform a printer region reset you need to meet the following conditions:
1. You need to have the printer full feature software installed on your computer.
2. You need to have all the cartridges either from the region/country from where the printer was purchased originally or the new region/country to which you want to reset it to.
3. Make sure HP Smart App is installed too.

Hello. I have purchased the 955 cartridges as per your directions; these are the cartridges available in my new country/region. I do have the software installed. Let me know the next steps. I did not realize that I had been sending updates privately all this week and last. Anyway, I also wanted to point out whether the Smart tool expects the printer to be registered on the HP server. If so, then, I guess that is where the problem could be. Because I don't think I have ever registered my printer. It was purchased several years ago. The Serial Number is [Personal Information Removed].
