I have resolved issue (not sure how I did it, but it's done).  I have tried to delete this message but was unable to and I have been at the problem for hours now and I'm not going to try and figure this one out.  Sorry.

Recently had to have PC configured from scratch with all drivers being wiped. I downloaded "hp_LJP1100_P1560_P1600_Full_Solution-v20180815-50157037_1 " to reinstall driver.  I have tried all three methods (Configure to print over the wireless network, Configure to print using USB, Connect to a configured Wireless Network Printer).

The printer did have direct print turned on and i was able to print from Apple phone and iPad.  I deleted direct print from printer by resetting back to factory settings. I retried a new install on PC.  Same errors - when I plug in the printer USB cable to PC in all three scenarios above  it did not recognize the printer was connected. I realize there "could" be an issue with the cable (I don't have another cable to try)  but highly doubt it as it has never moved off of the printer in a few years.

I have also tried to add it via the >Settings>Printers & Scanners>Add printers & scanners and then I get "Enter WPS PIN for your multi function printer". How do I find what the WPS PIN number is to see if this will work?

Are there any things I can try short of buying a new cable to rule that out.  I have been trying to find instructions online that I had a few years ago to set it up to at least work from my iPhone and iPad without success.  Thank you for any suggestions.
