Welcome to the HP User Community.

The HP Smart Mobile app is likely not the right tool for this job.

Even the slightly more robust HP Smart for iPadOS is limited to a "manual" resize option.

Manually resizing the photo to the exact size you need for a Passport can be challenging.

Mobile Scan > Import saved image file > Edit > Crop

Sometimes the Edit > Crop option can be used - this, too, is not actually the right tool for the job and might not come close to what you need.

In other words,

What you do not see in your application is what you do not get.

PC / Mac / Linux

Most printers support a "full feature software" version of the driver that supports printing to size.

In general, you need a PC or Mac to install / use the full driver and other tools.

Some Distro Linux driver options at least offer the percentage of original sized image.

What about an "app" for your unknown mobile device?

Check your mobile device Apps Store to see if you can find an application that will do what you need.
