Welcome to the HP Community Forum.
The most recent full driver printer software package listed in Software and Drivers no longer includes the OCR libraries -- that means, the embedded OCR feature has been removed from the software.
Why was the embedded OCR removed from some software packages for some printers?
No idea -- I have not seen an explanation.
Possible reasons (not verified) might include:
Compatibility issues, licensing limitations, changes elsewhere in the printer software that required the older embedded OCR to be removed.
"OK, but I read that there is a Universal Scan Software" --
There is not -- for this printer model - any listed alternative Scan software option.
Universal Scan Software is printer model dependent.
What to do?
Option 1: Live with it.
For example >> Download and Install the most recent installation package:
HP Officejet Pro 6830 e-All-in-One Printer series Full Feature Software and Drivers
After the software is installed, Restart the computer and log in
Next,
Get some OCR software -- free and purchased options are generally available.

If you have previously downloaded and saved a slightly older driver installation package -
- Uninstall (if necessary) the latest version of the printer software from Programs and Features.
- Restart the computer and log in
- Use your older driver package to reinstall your printer software
