Hi,
Although the printer is not officially supported on Server 2003 the following steps should likely work with your printer:
https://support.hp.com/gb-en/document/c03351547
follow the 'Customize the installation' section to install using an MSIEXEC command, extract and use below drivers to install the printer:
https://ftp.hp.com/pub/softlib/software13/printers/EN5000/EN5000_Full_WebPack_44.3.2218.exe
