I recently setup an HP OfficeJet Pro 8135e for an elderly couple. The status screen currently shows the following, and I can't get past it:
Return to Setup Website
Return to the printer setup website for instructions to install HP software.
Note: See Quick Start Guide for more information.
This printer replaces an older HP printer. They already have the HP app installed, but I can't get it to recognize the new printer.
When I go to the setup website, it redirects me to the Windows Store. This person does not have a Microsoft Account to log into.
The new printer was setup using a USB cable connection. It does print from the one laptop it's connected to, but I can't get their other laptop to see it on the wireless network.

HP Smart
HP Smart -- the Application -- is (at this writing) only available from Microsoft Store
I'm not sure whether you can access the store as a guest.
Maybe? It is worth asking Microsoft if doing so proves difficult or impossible.
The second part of this is that even assuming the HP Smart application can be installed, HP Smart is not ideally suited to a USB connection. What? Much of the value of the app is in its ability to work with the printer in a networked environment. I've read HP Smart can work with only a USB connection -- I've never seen it.
The printer support website provides access to the Full Feature Software / full driver printer software.
Additionally, this printer supports the HP Scan Universal Software - a fancy version of the traditional HP Scan software that is part of the full driver printer software.

2-sided scan -- NOT Different
This printer series does not support automatic 2-sided scan - for that, you must purchase the OfficeJet Pro 91xx series.
As in the past, this printer series does support 2-sided scan using the full driver software and HP Scan.

Full Driver - New Characteristics
Presumably, the full driver can be installed and work within a USB connection only environment.
Some of the newer settings will not be available (as would be expected) without a networked environment for the printer.
OK - next challenge
This printer series and its higher tiered cousin, the HP OfficeJet Pro 91xx series, are managed differently from previous printers of this type (HP OfficeJet Pro).
For example, installing the full driver does not install a "Printer Assistant" interface - this means when the full driver printer software is installed, the Printer Assistant shortcut is not placed on the Desktop.
What about?
If one wants to use "Scan to Computer", the setup is managed from the Shortcut named "HP Scan Assistant" (or similar).

What else?
The Embedded Web Server (EWS) is presented in a new (for this series) format -- gone are the traditional "tabs" and instead, categories are arranged in sections.
There are differences in how the different sections are grouped.
There are differences in how the settings are presented and adjusted.

Printer - Full Feature Software
HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver generally adds at one, possibly least one, possibly two shortcuts to the Desktop: Printer Assistant, HP Scan Assistant, and/or HP Scan.
NOTES:
HP Scan is not installed if the printer does not support Scan.
The Printer Assistant is not installed if the type of full driver software does not support it. If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver. No Sign-in required.
Reinstalling?
- Uninstall existing full driver printer software from Programs and Features.
- If your printer includes a separate "help" in Programs and Features, uninstall that, too.
- Restart the computer and log in.
- If the printer is connected to the computer using a printer USB cable, remove / disconnect the cable before loading the software.

If asked, opt for the Full Driver to be installed.

Note: Printer Assistant, HP Scan Assistant, and HP Scan are dependent on printer model and supported software options.
- Printer Assistant – Where still supported as part of the full driver printer software
- HP Scan Assistant – For those printers that no longer provide the Printer Assistant
- HP Scan – Shortcut on Desktop named for the printer model
- When installed, HP Universal Scan software adds a separate self-named “HP Scan” shortcut
