I found after reading all the help files in TWAIN Scanning that It is indeed capable of utilising TWAIN 2.1
I then located in Windows C:\Program Files (x86)\HP\HP OfficeJet Pro 8020 series\bin a file TwainUtilityUI.exe.
When I tried to run that file with HPScan.exe already running
The Following Dialog Popped up
Selecting caused the following error message
At this point I closed HP Scan and tried again The following TWAIN dialog opened
There was no option to scan , only save so I closed it again and went into PhotoShop Elements and selected the Import Option and ignoring the WIA selected TWAIN the scanner operated correctly with the previous HP Dialog Box and a SCAN option this time Mystery Solved!
