I am using Photoshop Elements 2022 and it prints 1 CD Lable centered on an 8.5 x 11" page.  The blank CD labels are 2 to a page with the dimensions of 4-5/8" Diameter by 1-5/8" center diameter.  The top label is roughly .5" from the top of the page.  I am also trying to get assistance from Acrobat on their soft ware.  I have a HP Color Laser Jet Pro MFP M281fdw printer.  I have purchased Blank Labels CD/DVD lables, and hope to be able to print from my Photoshop Elements program.  If I need some other program to print CD labels with my photos on them, please let me know.  Thank You for your assistance with this.

This problem has been around from the last century. Some label manufacturers do supply one or two templates but some have to rely on Microsoft Word . I used to use a software which can print DIRECTLY on blank CD/DVD's  but we need a printer which support this. My old printer was a Canon MP990 and it did nicely that.

 

Now, back to your printer, please try
