The computer is unable to establish two-way communication with the device

I am unable to get my printer Estimated Ink Levels or Print a Diagnostic Page from the HP Solution Center.  I get the following error message.

"The computer is unable to establish two-way communication with the device."

This printer is connected directly to my PC using USB.  

I am able to use the Toolbox to send and print the Align the Print Cartridges successfully so I am confident I have the printer turned on and connected to the PC.

Hi,

Try plugging the USB cable to another port at the back of your PC, ensure it is directly connected and not through any USB hub or extension.

If the same persists, I suggest trying a different USB cable and check, ensure it is a standard USB cable, no longer than 1.8 meters long.

Restart your PC and check if you may see any difference then,

Sorry to say this did not help.

New USB cable, standard 1.8 meter length.

No Hub, docking station or extensions

Restarted Laptop

Tried another PC (Tower). 

None of these solutions seemed to work.
