Try this driver, it is windows 10 64bit but should work on win11
https://ftp.hp.com/pub/printers/hppsdr/HPPSdr.exe
If the above does not work there are windows 8.1 drivers here but no 10 or 11
https://drivers.eu/Printers/HP/Deskjet%20D2680

I just tested this link with Windows 11 in Firefox browser and it downloaded fine.
@BeemerBikeris right, try a different browser.

Edge and Chrome are based on the same software. Possibly a popup blocker is preventing download. Neither firefox nor Safari are based on Chromium.
The first link I provided is a direct FTP instruction to download the HP software and requires no download installer.
The second link is to a 3rd party site that displays advertisements and click-bait. If you are not careful when selecting the software you want, you may end up with the wrong software. Do not download any type of installer especially a "download installer"
I asked about VPN as possibly you may be blocked from downloading depending on what country your reside in. This is just a guess.
If you think you downloaded some malware or suspect there is something wrong with your computer you can download and run the MIcrosoft Safety Scanner.
