HP OfficeJet 250 Mobile All-in-One Printer

I just purchased and set up a new HP OfficeJet 250 printer. I set it up once and I was mostly successful aside from encountering the error message "The list of print apps on this printer could not be updated. Try again later." when trying to update and add print apps. There are currently no print apps available to me on this device. Also to clarify this process I have been attempting to do this through the screen of the printer itself, not through any software on my computer. I have separately tried to find a way to do it on PC but it was not effective.

Upon initial setup I made sure to update the printer itself which was successful. I have tried this process on multiple networks that are distinctly different (not different access points, actually different networks), I have also tried it on different days and after several restarts and battery removals still without success. Most recently I have performed a factory reset on the printer and re-followed the steps I performed to set it up initially. I have been met with the same problem.

I have also ran the HP Support software, looked through every setting and option everywhere and cannot find any way to make this work.

To recap what I have already tried:

  1. turning it off and on again
  2. unplugging it and plugging it back in
  3. unplugging it, removing the battery, replacing the battery, plugging it in
  4. multiple attempts on multiple networks
  5. factory reset
  6. HP Support software

Any help is appreciated.
