HP Support Assistant indicates an updated HP OfficeJet 3830 Print and Scan Driver and Accessories needs to be installed. Version is 40.11.1119.1786 is currently installed, install date 12/26/2018, The update is version 40.11.1120.1786. However, when I select the update, click on download, and the installer launches, it presents 3 options:
1. New install
2. Update Wireless settings
3. Install accessories
Based on these options, I selected option 3 and successfully added or updated the two accessories available. However, HP Support Assistant continues to show an update is required. So I tried option 1 multiple times but did not complete it successfully. The installer checks my internet connectivity to the printer, asks for the IP address, and upon continue presented me with FAX setup screens. When I selected skip, it seems to have ended the install and offered me the option to get the software online and complete the install later. If I continued with FAX setup, which I don't use, the screens were asking me select how I had the FAX connected, which I don't. Currently have an Arris modem connected to a Sagecom WiFi to connect the landline phone as part of our Spectrum Internet and cable setup. So I wasn't sure what to select and tried to backup and exit.
But the point is, I don't remember what I did to connect the printer to the laptop, what selections were made, and didn't expect it to be this involved for a driver update to be installed. If it is highly recommended this newer version be installed, then I will need better directions on how to accomplish without messing up. Or if this newer version isn't necessary, can I simply select "Delete" in the HP Office Assistant screen and it will remove the red! flag from the icon that indicates an important message and actions is required? Assistance from the community is appreciated. Thanks in advance!

Try these steps to re-install the printer driver -
1. In the search box, type and open "Uninstall a Program".
2. Look for HP Printer software.
3. Right-click to uninstall.
4. In the search box, type, and open “Devices and Printers”.
5. In the Devices and Printers, look for your HP printer. If you see it listed right-click on it and choose “Delete” or “Remove Device”.
6. Open the run command with the "Windows key + R" key combo.
7. Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”).
8. Click on the "Drivers" tab.
9. Look for HP Printer driver. If you see it Click on it and click “Remove” at the bottom.
10. Select Ok.
11. Select Apply and Ok on the Print Server Properties windows.
12. Close Devices and Printers Once the software and drivers are removed.
13. Restart the computer.
14. Download and install the software and drivers from here.
15. Click on the downloaded file and follow the on-screen instructions.

Thank you Praveenbv for your proposed solution to my issue, but I am reluctant to try because it requires me to remove from the laptop the installed 3830 application software, printer management settings and printer driver. Then installing software from from a link that is for the 2600 series printer. I am concerned that I will loose the ability to communicate with the printer for printing and scanning using the WiFi. Or if successful, SupportAssist will still flag that the latest version needs to be installed because the wrong series printer software was installed. You have confirmed my concern that updating the 3830 driver software is not as simple as downloading the update and launching the installer, which is how it should be.
