I know I have missed something. 
HP Color laser jet pro 3201dw is not printing in color. 
I have 70% ink/toner so that’s good. 
the windows printer test page indicates “no color support” but I cannot figure out what I have missed.

Most common issue is that the driver is either wrong or has failed to detect the color abilities of the printer. If you print the supplies status page from the control panel of the printer, if that shows color, then the printer is fine. 

 

Next Step:

On your computer go to control panel>devices and printers and right click on the icon of your printer and select "printer properties" from the drop down menu. Click on the "advanced" tab and see what driver is installed. If it shows Microsoft IPP, that is the wrong driver. You should delete it, download the install from support.hp.com and reinstall. If the driver appears to be an HP driver, then click on the device settings tab and scroll down until you see "device type" and change it to color. Restart the program you are trying to print from and print the file again.
