HP OfficeJet Pro 6978 All-in-One Printer
Microsoft Windows 10 (64-bit)

I am trying to turn off the automatic Firmware updates on my 6978.  Using the control panel - Settings> Printer Maintenance> Update the Printer, I get the message "This feature has been locked by the person who set up the printer."

How do I change this setting in the printer to make it not allow automatic updates?

You need to log into the embedded web server by connecting to a network and then typing in the IP address in to a browser on a computer attached to the same network. If you put in a password when first configured you will need to login to the embedded web server. If you did not you will either not need a password or will find the password on the sticker on the back that shows the default wifi password. It is the same password.
