1) True, at this writing, HP Smart lacks a true "Adjust Scale" setting.
You are not the only one who would like this feature added.
There might be an "app for that" -- check your Apple Store.
2) At least part of what is available depends on the type of content.
For example,
If you are printing a Photo / Image, then iPadOS / iOS supports a manual Resize and Move option.
The method is clunky -- the content can be resized manually.
Example - HP Smart - Mobile - Photo Print > Optional Edit > Optional Transform > Resize & Move
