I have an HP OfficeJet 200 that I cannot get to work with my SurfacePro 4 with Windows 10. It will work on my desktop computer. When I first try to print a test page I get a "The local printer spooler service is not running" (error 0x00006ba). If I then manually start the spooler from Services I get "Unable to create print job" (error 0x00000bbb)
I have tried many things to solve this with no luck:
- uninstall and resinstall the printer
- deleting the printers from the registry
- updating the firmware on the printer
- installing all the latest Windows 10 updates
- installing the driver and software from the HP website
- using the "Run the troubleshooter" option in Windows for the printer

I understand that you have an HP OfficeJet 200 Mobile Printer. I read that the printer prints fine from your desktop computer and not from the SurfacePro 4 with Win10. Fabulous analysis. Spectacular diagnosis of the issue before posting. Kudos to you for that. You've done a remarkable job performing the steps.
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector.
- Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
Now, let us fix the print spooler service in Windows. The following steps will help:

Turn off the printer using the power button and then unplug the printer power cord from the power outlet.

Save your work. After using these steps, your current print jobs are lost and will need to be printed again.

Open Windows Services using one of the following methods:

Search Windows for services, and click Services in the list of results.

On your keyboard, press Windows key (
) + R, type services.msc in the window that opens, and then click OK.

Scroll through the list of services and find the name Print Spooler.

Right-click Print Spooler and select Stop.

After the service has been stopped, close the service window and use Windows Explorer to browse to C:\Windows\System32\Spool\PRINTERS.

Delete all files inside the PRINTERS folder.

Shut down your computer from Windows.

Make sure you printer has been unplugged for at least 60 seconds, and then plug the power cord into a power outlet.

Turn on the printer using the power button on the printer.

Turn on the computer and wait for Windows to open.
-
Try printing again and note what happens.

If the printer prints, you are done.
-
If the print job becomes stuck again, continue to the next step.

If the issue persists then let us uninstall the printer drivers from the root level and then reinstall them. The following steps will help:
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
- You may click here to download and install the drivers.

I followed these instructions as you stated and the same problem still exist and I cannot get the printer to work.
After rebooting the SurfacePro 4 when I try to print a test page I get a "The local printer spooler service is not running" (error 0x00006ba). If I then manually start the spooler from Services I get "Unable to create print job" (error 0x00000bbb) when I try it again.
