I no longer have an HP printer, and would like to uninstall ALL related software, but the last program "HP Solutions Framework" will not uninstall ...error message says "unable to uninstall because "HP Support Solutions requires it". However, HP Support Solutions does not appear as a program to uninstall. I could delete the files associated with HP, but generally this is not an optimal way to manage uninstallation problems.

HP Support Solutions is not related so much to printing.
If you want it gone, uninstall the HP Support Assistant software first.
The HP Support Assistant is NOT printer software, though it does provide a hook into the printer and its software for the purpose of keeping any eye on the device and to watch for updates / issues.
Control Panel > icon view > Programs and Features >
Scroll down, find, Uninstall the HP Support Assistant
After the uninstall is completed, Restart the computer and log in
NOTE:
When / If asked whether you want to save any of the presets / personal HPSA information, respond to have any (personal) data associated with the program removed along with the HPSA software.
Once you uninstall the HPSA software, the Framework should not be so stubborn (can be removed).
Commentary: I suggest that you read about the HPSA and then decide whether you want to remove it and the Solutions Framework.

Download and Save
- If you have ‘Admin’ control, you may highlight the package and “double-click” to install it, else Right-Click, select run as Administrator and install.
- After the software is installed: Restart the computer and log in
