@Dragon-Fur is correct that changing your passwords would be a first step. To add to that from personal experience. My neighbor and I subscribe to the same ISP and have the same routers installed. Even with security passwords set, my network would be able to view devices on his network. Obviously there is some questionable programming with their network hardware. My temporary solution was to change my IP subnets to a different set on the router so that my devices do not share an IP range with his network and that removes that problem. However if that is the case you will want to contact your ISP and make them aware of the situation.

Change your Wi-Fi password.
You neighbor should not have access to your network unless you deliberately share your security with him / her / them.
