PPD files are stored in HPLIP database - downloads for various flavors of Linux are available here:

Looking an installed HPLIP version (version 3.19.6 - not the newest available), the PPD is located:
/usr/share/cups/model/manufacturer-PPDs/hplip
Package Filename:
hp-deskjet_3630_series.PPD.gz
Open the gz package > open the file within
