I have two computers. One is a Windows 10 PC and has HP Smart App to control my 6978 printer/scanner. The other PC is a Windows 7 PC. I used the CD to install the printer on the Windows 7 PC hoping HP Smart App would appear. Nothing found. I see HP Smart App is for Windows 10, but will it also work on Windows 7? If not, what is the recommended application to use to run the printer/scanner from the Windows Start menu?
Thanks for any info anyone can provide.

No.
The HP Smart app is available for Windows 8 or later only.
Use the HP Printer Assistant software of your printer, it can be accessed from Start > Programs > HP > Your printer's folder, then click your printer name icon to open the HP Printer Assistant, from there you may manage the printer and contacto scanning and faxing.

I know for sure that the HP folder in Start was not there earlier prior to my posting my query; I had searched through the list of programs three or four times looking for HP-anything. But, now,it is there and I can now scan and print. Thanks for the quick response.
