When I originally installed my HP Envy 7640 for Windows 7 Pro (64-bit) I noticed there was no driver for the "Scan to Editable Text (RTF)" option. I called HP support and they had me install the RTF driver for the HP OfficeJet 8710 printer.
I am getting ready to install the drivers for Windows 10 Pro (64-bit).
Will the drivers for my HP Envy 7640 (this file: Full_Webpack-40.15.1230-EN7640_Full_Webpack) contain the "Scan to Editable Text (RTF)" driver or will I need to install some other printer driver(s) to get that option?
Thanks.

Yes, this is the correct driver, read Point-2.
