On 3 machines now I've been able to replicate this error on both Clean installations of Windows 10 1809 and updated Windows 1809. The installer installs fine and the printer appears to be ready to print. However whenever you get to the "Printing Preferences" screen, it will generate this error, "Function address 0x18455299 caused a protection fault. (exception code 0xe0 6d7363) Some or all property page(s) may not be displayed." When you hit okay, the printing preferences is completely different then on the previous working version of windows. Once you confirm your options, it does not print. Nothing shows up in the print queue.
I have verified this on an updated Lenovo Laptop Y580 in which windows was updated and then then the existing printer broke. I deployed a brand new Lenovo Ideacentre 520. After clean installing Windows 10 1809 using Windows Media Creation Tool's recovery USB thumbstick, I fully updated the PC and installed the printer fresh. It connects, it installs, it does not print. It generates the same above error. I clean installed again Windows 10 1809 and ran no updates. Same result. Installs but does not print. Shortly after that, I picked up a new laptop for myself, an Overpowered OP-LP2 Gaming Laptop. I clean installed again after redownloading and recreating the recovery media using the Windows Media Creation Tool. Installed all updates. Installed my ENVY 7645 print drivers directly from the website. Same error as above. Still no printing.
In each of these instances, I've done HP Print and Scan Doctor to no avail. The program is blissfully unaware of any issue that I am having and is happy to tell me I'm good to go. I have done clean install instructions found in various support topics on this very forum. I have troubleshooted until I'm blue in the face. This printer does not work on Windows 10 feature update 1809.
And despite all that, this page: https://support.hp.com/us-en/document/c05195282
Still lists this as a printer compatible with Windows 10 Feature Update 1809. Can someone please tell me why?

Welcome to the HP Forums 🙂 I would like to take a moment and thank you for using this forum, it is a great place to find answers.
I would suggest you uninstall printer drivers and reinstall using Windows Built in drivers: https://support.hp.com/us-en/document/c01796879
