I had a Surface Pro 4 and had installed the Full Feature driver download without any issues. I just got a Surface Pro 6 (both Windows 10) and the installation fails at "Configuring software...". I followed the troubleshooting process and it created a file called "HP Installation Error - Windows 8.hta". I thought it was odd that it said Windows 8, but followed the process anyway. But it can't find my printer. So I click My Printer is not listed and it finds it, but when I highlight it and click Next, it just goes back to scanning for printers. I'm stuck in a loop at that point.
I have all the updates for Windows 10 installed.
I can install the printer via Windows 10 "Add a printer" and it prints fine. But I really need Solution Center because I do a lot of document scanning using the printer feeder. Webscan works, but can only scan single pages. I also tried the HP Smart app, but for some reason it can't find my printer (either by scanning or by specific IP address).
I am really stumped here and hope that someone in the community might have a fix or the HP Support has something else for me to try. Very frustrating!!

TEJ1602--Thanks for responding to my issue. Your solution may have worked, but I found a procedure that finally let me get the software installed (thanks to another HP Support Agent - A4Apollo). The procedure given was:
First, unplug the USB cable from the printer & PC if present.
Go to control panel – Programs and features – Select all HP Photosmart printer entries and uninstall them.
Go to control panel – Devices and printers – Select each of the printer entries and then select remove printer / device.
Now press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" and press enter.
Under print server properties, go to drivers - remove any entry there as well.
Again go to "run" window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
Now restart your computer.
Open the Run window again, type “services.msc” and press ok to get services window.
Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
Repeat the same exercise on “Function Discovery Resource Publication” as well.

Download HP Print and Scan Doctor and run the program. It will automatically diagnose and fix any printer connectivity issues.
