I am experiencing a similar issue with my HP OfficeJet Pro 9720e printer and the message "Failed - Wrong or unsupported file format." Has your issue been resolved? Could you please let me know what solution you found for this problem?

Any word on a fix or PCL 3 Drivers i am temporarily using the 7740 PCL 3 driver which may or may not work but ideally this printer should have more then one generic universal driver if it's known to cause issues.

I was having the same "Wrong or unsupported file format" error that others mentioned when trying to set up the HP OfficeJet Pro 9730e on Windows Server 2019. Initially I tried using a TCP/IP port (Raw 9100), but later I tried the autodetect option when creating the new printer and port (still pointing to printer's IP address of course), and this automatically created a WSD port instead. Interestingly, while I loaded the HP Smart Universal Printing driver on the server, I discovered when connecting to the printer on our Windows 10 clients, it used a "Microsoft enhanced Point and Print driver" instead. Tested this on multiple clients and works fine, don't see the error anymore.

 

I know WSD ports can be flaky at times, especially if the printer is connected via WiFi. But hopefully it remains consistent over the wired Ethernet connection. Good luck and hope this works out for others!
