I also kept getting "an install operation took too long to execute error ." There's another forum that goes in depth about this issue and I wanted to add to it but I think it's been locked. So far with this printer it just did not want to communicate to the computer for some reason and tried troubleshooting through a few ways. this was my process:

 

Using Device Manager, Uninstall the current drivers installed for the printer and reinstall updated drivers from the HP website. Nothing.

 

Using Device Manager or Windows Update function, scan to find any new updates for the printer and make sure all drivers are up to date via Windows.

Nothing.

 

Use the Troubleshooter function to diagnose any issues. The troubleshooter was able to identify that things weren't printing but the best it did was clear my list.

 

Next, I went back to see if the printer was even set up at all on a network to try and pull it up wirelessly however, there was no concise way to set it up without having to manually locate it anyway. the best way for me to try this was with through Printers & Scanners >add new printer> the printer that I want isn't listed> add a local printer with manual settings >use existing port> select printer from the list> use the driver currently installed (*Note, I tried using the driver currently installed and also a different driver taken from the HP website. Both worked in my case.) >type a printer name> finish.

 

Using the process above I was able to at least register the printer on the computer but it still wouldn't be able to print anything. I found through the configuration report that it still wasn't registered on a network so I tried plugging it in via USB. I would run it through the HP installer you can get along with the driver you're looking for from the HP website and let it run its course up until it hit 99% and then give me the error. I tried running it again per the other forum's suggestion with firewalls off, but it had to be either the cord itself or something else since the drivers that were installed were fine. I was lucky to find another cord and try it that way, but I'd still get the same end result regardless.

 

I pulled up Device Manager again and clicked around until I noticed something. Under Universal Serial Bus Controllers > USB Composite Device > Properties > Events there was a  "Device Not Migrated" event that had occurred. I uninstalled the device, unplugged and then re-plugged the USB cord back into the computer and I got notified that it was successfully registed. I printed a test page and voila. Hope this helps!

Just wanted to follow-up, so I swapped the new cord with the other one and I got no response again. It might have been both the cord and the USB port or just the cord. Had to uninstall and reinstall the driver to the cord again (just by plugging it back in after clicking uninstall) and noticed a driver for HP in the  "Universal Serial Bus Controllers." It disappeared after it got installed so I forgot what it was called. Works great now, prints like a champ. All in all, gonna stick with the new cord!
