can't finish hp printer install

I want to enable hp web services on the printer. Looking at the instructions following the link I think the printer has to show up on the HP account to enable web services. I am unable to complete the installation through the hp smart app on Mac/pc/ and android. because of this the printer is not showing on the account and can't seem to enable this feature.

is there a way to finish the installation through the hp smart app?

is there a way to enable web services without fully installing the printer through the hp smart?

is there a working driver for older os like windows 7?

Printer works and able to connect to wifi with internet access.  

Printer can't be enabled using web server settings so i clicked the link and followed instructions.

my printer is not added but i can never finish the setup using mac/pc/android hp smartapp

this is what shows even after following the instructions to factory reset the printer/wifi and run the app again on all 3 platform mentioned.

i was also on the phone with hp but followed their instructions and i had the same problem. is the printer defective? i also followed the the link along with the instruction given on page 27 mentioned by a user, which is the steps i did but got same result.

Please enable Webb Services from the printer EWS page, then the printer prints an information sheet to finish setting up web services online/
