Your solution lies in the printer model and what it supports -- the computer is merely a vehicle for running Windows.

 

The following is only true if the printer supports Legal paper as a paper size option, either standard or as a Custom paper size.

 

Margins are also a factor --

As long as the printer is not a DeskJet (which requires a larger margin along the bottom edge), the margins are perhaps more or less configurable in the original document structure (for example, Word).

 

As best can be done, the printer must be alerted to the paper size / type you expect to use.

This might be accomplished by

Load the paper and then immediately verify / adjust the paper size on the Printer Control Panel

OR

If the printer is on your network,

Use the Embedded Web Server (EWS) to view / adjust the Tray and Paper Settings

HP Smart Printing / HP Universal Print Driver 

Intelligent print queue / drivers that understand how to work with other software (for example, HP Smart, Word, Adobe Reader).

 

Both apps (functionally the same) also understand the concept of Presets (Standard and Custom Shortcuts) and Custom Paper size (as supported by the printer hardware)

 

Where supported,

HP Smart Printing is installed with the full driver printer software.

HP Universal Print Driver -- both printer model and OS version dependent - is a stand alone program / software
