I have an ENVY 7640 and am also working off an HP Pavillion Desktop.  I too have gotten the dreaded "Call to DriverPackageUninstall returned error 5 for package".  I was able to do the command prompts, etc. you supplied for HP computers.  When I try to delete the file from the subfolder, I also get the response: "Folder Access Denied
You need permission to perform this action
You require permission from DESKTOP-yadda yadda to make changes to this folder"

 

I am also unable to download the "Fix problems that block programs from being installed or removed".  I get the message: "An error occurred while troubleshooting:
An unexpected error has occurred. The troubleshooting wizards can’t continue."

 

And in case it helps, I know that I still need to get the old HP printer files deleted, but I've tried to download new HP files and am unable to with error message: "7-Zip
Unable to create folder to extract webpack!"

 

I've tried all these multiple times after restarts.

 

Any help you can give will be greatly appreciated!!

Could you please let me know your operating system version @J2theK?

Right-click the Start icon, select System and let me know the listed version.

 

Also, open File Explorer and please let me know how much free disk space you have available for C drive, I would suspect lack of disk space may cause these all issues.

I have 645 GB free of 912 GB (I store most of my stuff on an external HD that is nearly full)

I have a HP ProBook 440 G4 and am having the same issue with my HP OfficeJet 8720.  This just started the end of last week.  Thought I'd try to uninstall then reinstall the printer...but can't do it.  Getting that same error message.

I would first suggest installing the latest operating system updates, there are many fixes included with version 1909:

Additionally, if that doesn't work I suggest checking your operating system using the File System Checker Utility, from your description it is likely there is some culprit with the operating system:

The MS tool appeared to successfully remove the HP printer program - verified by going to add/remove programs and not finding the HP app, however when I check the "...FileRepository" the related "hpwia..." folder is still there and still tells me that I do not have access...

Should I care that these are still there?

I suggest making sure these can be removed first @Hack7 , it will likely prevent the software reinstall .

 

Are you getting an Access Denied error when running the commands?

 

Is your computer language is English, or maybe any other language?

computer language is English

I tried your accepted solution - no luck

then tried jacko's step by step, inserting my "username" in step 2 - no luck

both solutions = Access is denied
