This could be related to Windows updates and you may need to remove or cleanup printer drivers, and then install again your printer.

1. First remove or cleanup printer drivers, follow steps from the next video:

2. Disconnect USB cable from your printer.

3. Run the Windows tool for Printer installation:

• >>  Program Install and Uninstall troubleshooter 

4.  Also try the next steps for Windows Installer repair

• Press "Windows" + R and enter the next commands
  • msiexec  /unregister
  • msiexec  /regserver

After that...

5. Restart your computer.

6. Install again your printer driver from the next link:

• Deskjet 2130 - basic driver
• >> https://ftp.hp.com/pub/softlib/software13/printers/DJ2130/DJ2130_Basicx64_35.0.61.exe

7. And connect again your USB cable when installation ask for that connection.
