Please could someone tell me how to stop this HP smart print trying to manage my prints. Ive uninstalled it as the printer was so bad it went back but now Smartprint tries to manage all my prints asking me to install smatprint, ive removed all HP printers and uninstalled smartprint

If you are referring to "HP Smart Printing", the following might apply.
True - Removing all HP Smart apps and not (re)installing the HP Smart application will generally keep the HP Smart Printing Queue from being loaded and available for printing.
True - Installing HP Smart will likely install the HP Smart Printing queue where the Smart Printing queue is available and supported by the HP Smart app and the printer.
That said, it is easy to avoid using the HP Smart Printing queue even if it is installed,
Select a different "Printer" in the application you are using.
What?
When installed with HP Smart app, the HP Smart Printing queue itself will perhaps persist in the list of available printers / print queues in Devices and Printers, you need NOT use it.
Select the Printer you intend to use for the print job.
Example - HP Smart - Windows - Simple PDF Print
Note the drop down menu in the upper left - section "Printer"
HP_Smart_Win_PDF_Print_8
What else?
Sure - If you no longer have any HP Printer products, simply do not install any HP printer software or drivers.
Clean out (remove) any remaining HP printers or drivers from Devices and Printers and be done with it.

Hi Thanks for the reply.
I remove HP start and all instances of the HP printer. When I open a doc and print its fine but when I right click a file and choose Quick print it brings up a smart print dialog box from somewhere asking for me to choose a printer and the HP printer re appears..... HP malware???

My assumption about the name of the apps or software you are using was a guess and one that I now believe was incorrect.
There is no "HP Start" software / app.
Quick Print appears to be something pulled out of Office Software or perhaps a response to Right-Click on a File and selecting Print or perhaps printing from within Office when there are no HP drivers installed.

If you have an HP printer without having installed any of the HP printer apps or any of the printer software drivers, I would guess the "Quick Print" is able to identify the HP printer as being detected in the Device Manager and is using the printer as the hardware for the print job. ?
I don't have an answer -- I don't recognize what you are seeing and I don't recognize the terms or app names you are using.
