The following is relevant to recent / supported versions of Windows 10.
Yes - the OCR libraries can be added to the full driver printer software for this printer.
First, Install the Full Feature Software / full driver printer software.

Next,
Add the OCR libraries to the installed full driver software -- install the HP Universal Scan software.
Download and Save the installation package >> HP Universal Scan - Full Feature Software and Driver
Open the folder in which you saved the file (likely Downloads)
Right-Click on the installation package and "Run as Administrator" to start the installation
After the software is installed, Restart the computer and log in.
NOTE to those reading:
The HP Universal Scan software is compatible with select printers.
