I can download the printer driver from the hp website but my computer will not let me install. It says i need the HP smart app...also installed. That doesn't help. Is my printer too old and not supported anymore? any suggestions on how i can get the driver installed.

Printer is indeed old.
The software is vintage, too, though in this case the ancient software is not the immediate issue.
The printer does not support HP Smart (or the app would work).
Your Operating System version (S mode) only allows you to install any application / software from the Microsoft Store
In other words,
HP Smart won't run - or does run - but is not useful.
Printer software cannot be installed.
You likely need a new printer.
You might want to consider moving from Windows S Mode and installing a full version of Windows.
