I would like to know what software comes in the basic driver software downloads. Do these packages include the software for scanning and fax?

No it would not. You can download the full software package from here: https://ftp.hp.com/pub/softlib/software13/printers/LJ/LJM148M149_UWWL_4-1_Full_WebPack_44.5.2693.exe
