Your post did not capture your Operating System/version.

HP Smart is available for supported versions of Windows.

Should your Operating System not be supported, HP Smart will not (can not) install.

In general, HP Smart requires later versions of Windows 10 or (preferably) Windows 11.

HP Smart also much prefers a network connected environment -- Your printer supports (only) a USB connection between the printer and the computer.

Presumably the lack of a network connection will not prevent the HP Smart application from being used -- it is, after all, listed as available for your printer in Drivers and Software and Windows 11.  The lack of a network connection will certainly hinder (limit) much of what the application normally offers.

HP Smart is being replaced by the HP App -- look for the HP application in the Microsoft Store under the name "HP"  

-- Reminder -- The HP App also includes Windows version limitations.   

-- What if? -- I do not know whether the HP App can operate (work with) a USB-only printer.

The full driver, if you can get it installed, supports print and scan operations for documents and photos (images).

The full driver supports access to the full range of Printing Preferences (settings) and for HP Driver assignment in Printer Properties.

The full driver provides the foundation for using third party software (for example, Word, Adobe Reader, photo editing software).
