Unable to setup Officejet Pro 8610 for instant ink. No Web services running and unable to start

I understand you are trying to resolve the issue with setting up Web Services for Instant Ink on your HP OfficeJet Pro 8610, try the following steps:
 

Check Printer Firmware: Make sure your printer firmware is up to date, as outdated firmware can sometimes prevent Web Services from working. To update:

  • Go to the HP Customer Support website, enter your printer model, and check for any available firmware updates.
  • Install any updates directly on the printer if available in the Setup > Printer Maintenance > Update the Printer menu.

Reset Web Services:

  • On your printer’s control panel, go to Web Services Settings (usually found in the Setup or Network settings).
  • Turn off Web Services, wait a few seconds, and then turn it back on. This action refreshes the Web Services feature.
  • Follow any on-screen instructions to re-enable and register Web Services.

Clear Web Services Cache:

  • Try to restore default network settings to clear any cached network settings on the printer.
  • Go to Setup > Network Setup > Restore Network Defaults, then reconnect the printer to your Wi-Fi network.

Check Proxy Settings:

  • If your network uses a proxy, this could block Web Services. Try connecting directly to your Wi-Fi network without a proxy server, if possible.

Manually Assign DNS Server:

  • Go to Setup > Network Settings > Wireless Settings > IP Address Configuration.
  • Set Manual DNS and enter 8.8.8.8 for the primary and 8.8.4.4 for the secondary DNS (Google's DNS servers), then save and restart your printer.

Re-run Web Services Setup:

  • Try the Web Services setup again by selecting Setup > Web Services Setup > Turn On.
  • Follow the prompts to connect and enable Web Services.

If Web Services still won’t enable, try these steps on the HP Smart app or Embedded Web Server (EWS). Let me know if you encounter any specific error messages during this process.
