Try to install with the next driver for Mac:
>> https://ftp.hp.com/pub/softlib/software12/HP_Quick_Start/osx/HP_Easy_Start.app.zip

I ran into this issue as well. I dug into the problem, and it looks like the installer for the driver is written poorly and checks the OS version number wrong. The computer I had problems with was on 15.0.1, and a minor OS update should not break a driver.
Anyways, I edited the install script for the driver and removed the version check entirely. You can get the file on my drive here: https://drive.google.com/file/d/1TmoBZy_MzP3moaF1Rq9gUdWKUUkdq-o5/

Sorry about that, I gave it the wrong extension when renaming it, it should be pkg not dmg. It is fixed now
You can do this yourself by using pkgutil --expand and look for one of the files inside. I did this while I was on my fiance's mac which I'm not on now and I forget which file it was. You can then use pkgutil --flatten to re-package the file.
