Perhaps the software has come across a problem or situation for which it is not prepared. Similar to error messages that seem out of context, when a program simply does not appear to "do anything", it might be because it ran into a situation for which there are no written instructions.
There is not much you can actually "do" if this is the case - unlike AI, there is usually no way to "train" software of this type to learn how to behave differently.
If you like, you can uninstall the Doctor and then try installing a fresh copy.

Consider:
What is "wrong" that you need to use the program?
Use (other) Troubleshooting and documents to try and fix the issue yourself.
For example
Open the Troubleshooting category in your printer Support Website
Select a Topic from the list
If necessary / available , select a sub-topic to further narrow the results
Sample
Category Troubleshooting
Topic = Printer Setup, Installation & Updates
Sub-Topic= Setup, Install & Connect Printer
From the Document list results:
HP Printer Assistant Prompts to Connect a New Printer
Printer Not Found During Driver Setup (Windows)
