Greetings!
HP printers ship with SETUP ink cartridges that are required to initialize and calibrate a new printer. If normal or non-HP cartridges are used during the first time printer setup, this error displays.

incase you need to contact their support agent, it maybe the best way forward.
There are some other options listed in this video, but i've never tried anything like this and is not HP support video.

I no longer have the setup cartridges it is an old printer ive had for a long time and the model of the printer on the video is different than mine and the instructions they suggested did not work on my model thank you anyways.
