At least when using a supported Printer model, a supported version of Windows, AND having installed the full driver printer software, the task is doable and relatively easy.  There are one or more applications or software you can use.

 

HP Scan - part of the Full Feature Software / full driver printer software

 

Place photos on flatbed, face down, about an inch apart

 

Open HP Scan

Select to Save as JPEG

Set Page size to "Detect Photos"

Check / Adjust  other Settings.

For example, check / adjust settings in , More > Sub-menus Scan and More > Destination

Scan
