My Opinion

Web Services is one of those "black box" affairs - might as well be magic for all the control we have over it.

It works or it does not work.

Issues might be regional, that is, it might be fine where I am located and down in your area.

Problem might last a few minutes - or a week.

Scan to Email, particularly on a printer that does not support SMTP, must be run by an "app".  This results in even less control over the "Scan to Email" setup than is available with a more robust profile driven environment.

You might just as well Restart everything (including the router) instead of shoving the printer back to Factory Defaults... Restarting takes less time and might have the same overall affect.

No, I cannot offer one single bit of advice to force Web Services to stay running.

What to do?

If all else fails, including using the HP Smart app on your computer to "Share" scanned content to Email,

then

Scan and save the content to your computer > Open email > Attach the file and send along to its destination.

Yep - Primitive.

Excellent - I am glad the Factory Reset worked this time.

You are welcome.

Generally clearing out "everything" works if the problem can be cleared on "your side".

"Clearing" might be accomplished with a simple Restart of "all" or it might require a Factory Reset  on the printer.

If both fail, wait and try again later.

Good Luck.
