Welcome to HP support community.
Did you check if other applications on the computer working fine?
Meanwhile:
Delete print and scan doctor:
Delete the HP PSDR from your file location. so, right click on HP PSDR icon and select "open file location". Delete the HP PSDR folder to remove the program completely from your computer.
Download and install PSDR again:
Refer this HP document for the steps to use PSDR:- Click here
Let me know how it goes.
To thank me for my efforts to help you, please mark my post as an accepted solution so that it benefits several others.

This might require remote access of the computer to fix the issue.
I request you to talk to HP support.
They might have multiple options to help you with this.
- Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
- Select the country.
- Enter the serial of your device.
- Select the country from the drop-down.
- Click on "Show Options".
- Fill the web-form. A case number and phone number will now populate for you.

This looks like an issue with the application however, I would suggest you try to update the drivers either using Windows update or using HP support assistant.
I would suggest here is to Run Windows Updates troubleshooter -
Download and install the troubleshooter from this link.
Now try to perform Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
If the issue persists, I would suggest here is to update the drivers for your computer from HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
If the issue persists, I would suggest the next step would be to uninstall and reinstall HP Print and Scan Doctor.
I hope this should do the trick. Let me know if you need any further assistance.
Please click “Accept as Solution” if you feel my post solved your issue, it will help others find the solution.
