(In my case, I went through two hours of phone support; agent was very earnest and trying to be helpful - but in the end it took wandering through community forums to find solution to this vexing issue)
PROBLEM:
I'm trying to setup a 8035e printer and getting the following error when completing setup on my MacBook Pro (12.6 Monterey) with HP Smart.
Printer setup incomplete:
Finish printer setup to enable printing. This printer requires the use of an HP account, enabled web services, and internet connection for setup and use.
This error shows up on the printer's control panel, and clicking OK on the message either produced one of two reactions: return to previous menu, or a "Canceling..." message that would persist for 30+ minutes until I forced a printer shut down.
I spent 2 hours today on the line with tech support, who recommended waiting for HP to resolve network accessibility issues with Web Services.
Background: I followed the setup guide, and I was able to go through the HP Smart App on MacOS and set it up. However, when it gets to the the part where I print the alignment page, the printer shows the above error, preventing me from running alignment scan.
I've tried power recycling, forgetting/uninstalling the printer in both HP Smart and on my MacBook, more power recycling, and factory resets/reinstalling. I always get that error. Via the menus, I see that it's connected to the internet and web services are enabled. I set up the printer via the HP smart app where I had to log in.

SOLUTION (based on discussion posted above):
- I uninstalled the printer from MacOS and rebooted MacBook Pro.
- I deleted the HP app off my iPhone and rebooted it.
- I re-installed the HP App on the iPhone.
- I installed the printer via the iPhone app WITHOUT logging into my HP account (different from prior attempt)
- I then logged into HP from my iPhone and added the printer (as a new printer) to my account.
- I confirmed HP ink plan
- Printer finally completed setup
- I then tested copy and scan on the printer from iPhone and it worked
- I then printed PDF file from iPhone and it worked
- Next, I wen to System Preferences on my MacBook and selected Printers and Scanners
- I clicked Add Printer and found the new printer in Bonjour.
- I was able to print PDF files
- I reinstalled HP Smart on my MacBook.
- I tested scanning and printing and had no issues.
