A warm welcome to HP forums! This is a great place to get support, find answers and tips to your technical queries.
Disabling "Automatically start Scan to Computer when I log onto Windows" should remove the popup. Let's try these steps:

1.) Search Windows for your printer model name, and then click the printer name in the list of results. HP Printer Assistant opens.

2.) Click Scan, select Manage Scan to Computer

3.) Un-check Automatically start Scan to Computer when I log onto Windows.
