sceen settings come up in japanese instead of english

my hp monitor instructions come up in Japanese instead of English. Changed on it's  own. I talked to someone at the hp helpline they said it was a driver issue and wanted to charge to fix it. Help!

3. Click Change keyboards. ...
4. Select the language from the drop-down list. ...
5. Click Apply, and then OK.
