The HP Smart for Windows is an application that is downloaded and installed from the Microsoft Store.
So, yes, the "Internet" is involved in the installation. The Microsoft Store is likely aware you are installing the application. To a greater or lesser extent, Microsoft is "everywhere" in the Windows world.
HP Smart for Windows requires a Wireless connection to at least your local network.

Where available, Smart Tasks can be configured for several print tasks.
- Print: Send a print job to your printer.
- Email: Send an email message or attachments.
- Save to: Save a file to a cloud storage account, such as Google Drive or Microsoft OneDrive.

HP smart for Windows, after installation, allows you to understand and set Privacy:
Open HP Smart for Windows > Settings wheel (lower left of the main menu) > Privacy Settings
NOTE
Yes, HP Smart for Windows necessarily allows some access - HP access is addressed in the documents found in Privacy Settings. Reading those documents does require access to the Internet to display the website(s) where the documents are located.
You can also control some additional aspects of your privacy - hopefully without stopping things from actually working - in your Windows 10 computer : Settings > Privacy
